Barrot described the trip as marking the “full restoration” of diplomatic relations following years of tension between France and its former colony.
Relations deteriorated as the Central African Republic deepened ties with Russia, particularly through the deployment of mercenaries from the Wagner Group.
The group has been providing security support while securing contracts in sectors such as gold, diamonds and logging.
Barrot’s visit comes shortly after Touadéra returned from Moscow, where he held talks with Russian President Vladimir Putin.
France had maintained a strong political and military presence in the Central African Republic since the country gained independence in 1960, but that influence has declined in recent years.
During the visit, Touadéra said security in the country had improved but remained fragile as the government continues efforts to stabilise the nation after years of conflict.
